I have a strong feeling that is your issue here.
nope no programs present
Even weirder is after i started the game to test it it started doing the issue again, stoped for about 40 sec and then started doing it again. This is by far the strangest problom i have ecounterd.
edit:
forgot to mention this but immediately after closing DS3, steam went into big pic mode so this may relate to that in someway.
Desktop Mode must be off so Controller does not act like a Mouse
Ive made sure to uncheck every box and disable desktop mode and still no fix. I have a feeling this may have to do with both windows 10 and big pic mode as even out of a steam game now the controller still controls the volume. But also while in a steam game i can take screen shots using the steam screenshot system
Ive made sure the following settings are turned off
- Evey windows 10 game mode setting is turned off
- Game DVR is turned off
- Xbox controller config is disabled in big pic mode
- Desktop support is disabled in big pic mode

They already fixed those issues on Beta. Mine updated today to address this.
Click Steam in the Client in far upper left > then Check for Updates
Steam Menu > Settings
Choose Controller
Select Guide Button Chord Configuration
Escape back to the D-Pad Image and repeat for the down direction.
Once you've escaped out of all those options, your volume should no longer be affected by the pad.
