Refund a game if game banned

It says on steam refund policies that you cannot refund if you have gotten VAC banned (Valve Anti Cheat)

But if you have recieved a game ban (battleye), will you still be able to refund?

And in their policies, they say nothing about banning linked accounts. Only restricting the account who chargebacked.

Lol a 13 year old cannot end up in jail, nice try. The reason I want to chargeback is because I was banned falsely and am pretty pissed.

They are banning players for more than just cheating.
