No Paysafe option

So I was going to get myself a paysafe card and let a friend of mine use about 2 Dollars of it, now he is telling me that between all the payments methods like mastercard, paypal and so on he doesn't have paysafe. (He lives in Israel, he says they don't have paysafe over there) .
What now, should he look twice, should he fake his IP adress? Wouldn't faking the IP violate the Steam guidlines or so?

Using a VPN or Proxy to bypass the store region is a violation of the Steam Subscriber Agreement and his account may be terminated for doing so.

Paysafe is not availabe in his country.

Valve keeps records of all account transactions and where they came from.

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

Will not work anyway. Apart from the IP he would need to change his store country.
To do so he would need a legit adress of residence in that country and a payment method also registered to that country.
Simply changing your IP has not worked for a long time on Steam.

With the enhanced steam browser plugin adding just 2 dollars isn't a problem, but I guess he doesn't want his account terminated.

You cant add money under 5 dollars, even with enhanced Steam. You can enter custom amounts over 5 dollars but not below because the system does not accept lower inputs.
