Are you connected to the internet using network cable or just with WiFi?
Possibly multi tasking too much in the background? Downloading multiple updates from different softwares or streaming online while you're on it?
Your hard drive
Steam patching is very IO itnensive. As such it doesn't matter how fast the download is, if your disk is trying to write 50GB of data.
When you see 'slow' download speeds check your IO on your disk. Not the write speed. The actual IO and %active time on your disk drive. Chances are your drive is 100% busy because its writing out the file, and for good measure your anti-virus is probably destroying the IO by scanning the file constantly too
My download speed is 30mb / sec, and this from everywhere. Only on steam, my speed always oscillates between 500kb to 15mb maximum, without counting the breaks of the download every 30 seconds.
I should download a game like csgo in 1min, on steam it's 2 hours. I just downloaded leagues of legend in the space of 5min.
My connection is perfect and my internet configuration is perfect, the problem comes clearly from steam.
Check if its set to your country or nearest country if its not listed there.
Top left corner of your Steam Client > Steam >Settings > Downloads > Download Region > Country
If that doesn't solve the issue, Try CLEAR DOWNLOAD CACHE
(Clearing the download cache might resolve issue downloading or starting apps)

Changing download servers is still a way to go.
Ironically I swapped from my regional server to other (bigger) city in my country, and it does seem to work better now. Outages still occur but are far more rare.
I guess it's a gamble until you find the best one for you.
