What should they use instead of CEF?
- First of all, GPU's Memory Clock and VPU don't get triggered by the video playback, so it's clearly not using any GPU for both rendering and decoding.
- Second, if you change Video Playback settings inside your NVIDIA Control Panel while the video is playing, changes have no effects at all, so it's clearly not using GPU for rendering.
As an answer to your second question: Mozilla's engine correctly supports hardware decoding and accelerated rendering, so I don't know why Valve chose to use CEF.http://steamcommunity.com/discussions/forum/10/1458455461497576074/

The other thing the option might refer to is the steam streaming video player used by stuff like this: http://store.steampowered.com/app/633030/Oats_Studios__Volume_1/
I think it's also used for watching steam broadcasts in the client?
I tried starting that thing and nvidia shadowplay popped up so that might be it, but it might have done that before.
I'm not sure If someone have ported the firefox engine for stuff like this.

Steam Broadcasts work through the Steam Web Client, so it still uses CEF and it's basically a web page.

If it works with chrome normally then I guess it's bugged or the setting is about something else like that special streaming player, I agree it's a bit confusing.
