You need the mobile authenticator enabled to remove hold times.

Disabling either of these features resets the wait time until you can start using them again.
Also yeah as the other said, the 15 days thing can't be removed or revoked. Best you can do is set it back in place so you can mobile-confirm. Otherwise you can completely disable it but then every single market sale or trade has 15 days lockdown. Which is generally more in convenient than pressing a button on your mobile.
I know it sucks, but it's meant to be protection for you against hacking. You may know you'll never be that foolish, but everyone thinks it until they slip up and OH HELL THERE GOES ALL MY THINGS. Plus having the thing in place means fewer fools wasting Valve's time because they fell for obvious scams, meaning Valve can put more time into other efforts. Like not making HL3.
