I did read that the person playing does not have to do anything technical to set up a broadcast. All you have to do is enable your account for people to watch your games. In fact with Steam when refering to "broadcast" its not even technically a broadcast. Its actually the person who wants to watch that activates what Steam calls broadcast. In other words the only way to activate what Steam calls a broadcast is for at least one person to request and begin watching. It is the act of one person launching the "watch game" option that causes the game to begin broadcasting. Thought I would clarify that for others who may be interested in the issue who access this thread.
Nothing like TWITCH in that regard. With STEAM its automated.

And for everyones information allowing people to watch is enabled through the STEAM drop down menu on the top left of the STEAM browser. Access the SETTINGS menue and then go down to where it say BROADCASTING. All you have to do is choose one of the options which will be self explanatory. Only if you choose the setting to allow everyone to watch will your games show up advertised for complete strangers; as opposed to the option to just allow those on your friends list to access it, or you can choose the option that will send you an in game request before it allows someone to watch.
