And what exactly does it say when you are downloading it on windows?
I later moved back to win7 rather than trying to play games on server software (slight dig at Linux Gamers).
Fired up steam and was surprised to find it installed the Win version instead. Yup very surprised but don't tell anyone.
Same deal maybe?
However, Feral in particular has been selling ports outside of Steam, so it's certainly possible that the Linux port is not included in the Steam license.
However, neither of these possibilities would explain Steam having problems downloading the Windows version. Not even if the game itself detects another installation, since there is no Linux installation on Windows that could possibly be detected.
So, something is off/missing.
I want to download the Windows version of DiRT Rally (which I own), but Steam only lets me download the Linux version (which I also own). The Linux version does not work under Windows.
Trippy. You are the first documented case of Steam wanting to download the wrong version. Which, basically, means I don't believe you.
What are you seeing when you install the game? Something like "wrong platform?" That usually means you have a 32-bit Windows, but the game only comes in a 64-bit version.
If, on the other hand, you really had to buy two versions, then there will be two distinct games in your library. Although that's an extremely rare thing on Steam.
Steam only sells one license, covering Windows and Linux:

Geez... why does it put the platform icons on the shop widget, but not on the store page? The store page only has the icon for Occulus...
If I click the "Play" button and the game has not been downloaded yet (to the computer I'm on), it will be downloaded. Yes, you are right. It is not EXACTLY a "download" button.
I shall try to rephrase my problem again.
The problem is that when I use the Windows Steam app to play DiRT Rally, I want the Windows version, but what is downloaded is the Linux version – and that version just flashes the "DiRT Rally" title and exits. So it is not usable.
As far as I understand, both the Windows and Linux versions are 64-bit.
