You have issues on Ultra as you stated in (1.) as your rig is likely not powerful enough to run them on Ultra satisfactorily.
You are correct in point 2 as it would be a tiny percentage of overall players(relatively) that have a PC powerful enough to play on Ultra.
Your right I think my point is it depends on the developer to really invest time into Ultra cause is it worth it?
Because not a lot of people have high rigs so its probably a waste of time in a developers perspective.
Even a 1070 isn't quite enough tbh

For many games it will be, but the games where you would really notice the difference, i doubt the card is powerful enough.
But eventually it will become irrelevent but I think I'd give it 3-4 years
Don't believe all that 'sweet spot' BS. There isn't a chance of a 1070 running anything demanding on ultra @1440p on a 27" or bigger.
I'd say that 1080p is actually the sweet spot, especially when you get to larger sized monitors.

If you had a 1440p my bet is you would struggle to fun ultra @60+ FPS with a 1070

Really depends on the game, and what the ultra setting enhances. Plenty of games basically "test" new features, some are barely noticeable, others are quite obvious.
I.e.: do you really care if that one flying leaf is rendered more beautifully, when you barely see or notice it? Probably not. But... it's always nice to have options. Personally i'm more of a manual settings guy, instead of presets. Grants you the graphics you desire, at a framerate you want to have.
2. Depending how the game was optimize, could tank your fps for no reason due to poor optimization, or to much unnecessary tessellations, or individual effects.
The rest is for you to decide on your own for these type of questions, as each person has their own view of point, and opinions.
