Steam Overlay not Working in CSGO
I can't figure out why, but in every game other than CSGO, my steam overlay works. In CSGO however, it says that the in game community is disabled and I can't open the overlay. I checked the settings and it should, in theory, be working. I also verified the integrity of the game files, so that's not the issue. Do you have any idea why this is happening? Thanks!

And make sure that CCleaner is not running in Monitoring mode. If you have that.

Neither of those worked. I even reinstalled Steam and it works in every game except for CS:GO... My settings say it should be enabled.

Your global settings? You can choose to have it for each game individually.

Both my Global Settings and my settings in CS:GO->Properties say it should be enabled.
