Dont rely on a drive which might get in trouble if it spins up.
Keeping drives spinning is less wear than rest and spin.
Just a quick search, so not much more.
as i also said before my drives are dying. right now i only use them for storing my movies there is absolutely nothing else saved to these drives but files associated with video players. so (assuming that not running them at all is healthier than keeping them running all the time simply to stop one program from causing false startups) it seems to me keeping them running just to play games is a huge compromise id rather just resolve.
It would scan the library folder to check whether the app manifests are there, so it can see what games are installed or not installed. But you add libraries through the client, so technically it should know where the libraries are. And thusly not need to scan drives it hasn't a library on.
But yeah, Valve is the only one who knows what the program exactly does.
I got the impression it only happens with steam for this user
