Steam does not cap your download speed. It could be the amount of files or apps open on your computer which could be slowing down your computer and it's speed. Try getting rid of some useless tabs which may help speed up your download. It could be malware, adware, or cookies on your computer that slow it down. I would try scanning your computer. If you don't have one then I recommend downloading this http://download.cnet.com/SuperAntiSpyware-Free-Edition/3000-8022_4-10523889.html . It's free and it's good.

Tracking cookies are not causing these issues...

I'm not sure if superantispyware is the best software out there these days. I'm also not sure if cnet is the best site to download software from.

I would say malwarebytes.com and malwarebytes.com/adwcleaner/ Is better if malware is the cause here but I'm not sure that it is.

Maybe you have just set the download settings to only download at 300? Did you check those?

What does steam say your peak speed is? How quick does your speed get here? https://fast.com/

If you go to download settings again, is the setting "display download speed in bits per second" checked or unchecked?

Go to Steam>library>downloads and say your "peak" speed please.

Maybe the reboot did the trick?

Still, do a scan with regular malwarebytes.
