Steam Settings Won't Open

So I'm on my windows computer, and I want to install a game, but everytime I want to install it, it doesn't work, so I was trying to troubleshoot the problem when restarting my computer didn't work by trying to restart my download cache, but I can't open steam settings to do it, all that comes up when I press "settings" is an unmovable black window that can only be closed by force closing it at the task bar. Anyone have any idea how to fix this?

I have just done that, and unfortunately, I still got the same results from trying to open the settings. I am ready for this step by step process of reinstalling steam while keeping my games and installations.

hello i am having trouble too i cant open settings for some reason while im downloading stuff ive even tried closing and reopening steam

Settings isn't available in Family View mode. So just exist from Family View and setting's button will be available again.
