Steam keeps increasing my store change cooldown.

A few days ago my friend opened my account on her PC because I couldn't access it on mine due to connection problems. I don't know what caused her to do so but she changed my store region to UAE, she said it was automatic but I'm not sure. Anyways, I understand that there's supposed to be a cooldown for the store change and it was 48 hours like I thought. Now, after 48 hours, It said that I needed to wait another day which I found weird but I complied. Now, a day later, it gave me a message that told me that I can change my store after September 4th. This is absolutely ridiculous. I they just keep on increasing the cooldown and I can't buy the game I want to because I don't want to buy it in a region I don't live in only for it to be region locked.

You can only change your store region once per month, not sure who told you it was 48 hours.

Temporary Cooldowns:

If the store country has been changed in the last two weeks or a purchase was made in the previous country within the last 48 hours, you will receive a temporary cooldown on your account.

The cooldown will prevent you from changing the store country for a period of time.

Note: Steam Support will be unable to assist you with changing your store region.

After I input my account details it says "You'll be able to change your region after "this date" and "this time" in red.

If you are keen on getting a game on sale, you might consider having a friend buy it for you and then having him/her gift it to your account.

I accidentaly changed my account region to Romania and I have another account which's region is Russia I can't put money on my main account because of it's region and i have cooldown until 10th july which is worst time because i won't be able to buy games cheaper on Summer Sale. I also somehow have a cooldown on my 2nd account but i've put money on it and still cant gift it.
I was in Romania for 1 day and changed region to Romania and then I moved back to Russia and I can't change it to it. But there's no fix for it right ? Even if I request a help from support ?

♥♥♥♥♥♥♥ once per mont my father live in Argentina and when he gave some money in november 12 it changed my acc and now i am in argentina and i cannot change it still

The cooldown is for 3 months
Im going through the same thing.
I had to travel and intended for a long trip but got cut short, ofc i changed the store location and tried to change it back once i came back and steam support has been the least useful, my original ticket for support was about if they can give me a clear date of when the cooldown ends, they ended by accusing me of using an ip proxy or a vpn and closing my ticket XD
And i have no clue why the 3 month cooldown exist in the first place
