Why i cant send my friend items (Like tf2 items)

Why i cant gift my friend some items.
He has a limited account and steam guard enabled.

It says limited users cannot add messages to trade offers, it does not say limited users cannot trade.

Well i regret helping the op at all his friend used sam and if i'm not mistaken they got that spacewar and from i read it is used to get paid games for free unless it has been changed.
