99% disk usage
I probably don't understand this right but I have a 930 mbit connection and my non system ssd which I load my games from can write at 500mb/s. The problem is when I am downloading a game my ssd is hitting 100% usage at real low write speeds then my download speed will drop down to single digits accordingly.

Well, downloaded files have to be extracted, that's pure disk I/O, no network involved.

Network?

Yes, network. If you want a better answer, ask a better question.

Well, you are connected to the internet right now, aren't you? You also re downloading a Steam game from the internet. The internet is a network by definition!

probably this^^

how much space you got left on the ssd,if its nearly full or only has enough room for what you are downloading then it will act slow and respond slowly.

always leave about 5-10 gig headroom on hdd/ssd.

500gb ssd about 25gb reserve and curently has over 100gb free

Actually, manually overprovisioning isn't needed s SSDs come pre-overprovisioned nowadays. One way or another, disk I/O takes time and no network I/O is needed during that.
