Content File Locked!
I was updating BeamNG.drive, and it gave me an error that a content file was locked at: C:\Program Files (x86)\Steam\steamapps\common\BeamNG.drive\_CommonRedist\vcredist\2013\installscript.vdf

I've tried to reinstall, verify my files, run steam as administrator, and delete the locked file, but none do anything. When I try to delete or rename the file, it just tells me I need administrator permission, and I'm the only account on this computer.

I've also made sure I have enough drive space, and I don't really have an antivirus that would interfere with it.

i suspect your permissions settings have become messed up

right click on your steam folder, select properties
select security tab
edit permissions
allow yourself full control

you may want to do the same steps for the file that is causing the problem
When I try to set the security, it gives me an error that it failed to enumerate objects in the container, and that the access is denied.
1. On the root folder, right click, select properties, select security tab.

2. Click Advanced

3. The window that pops up should show the current owner. Click "Change." The "Select User or Group" pop up box appears.

4. In the text box, type in your current user name (you should be an admin), and hit the "Check Names" button. Your name will be replaced with the "official" system name (i.e.,preceded by computer name and back slash).

5. Click OK

6. The box disappears, sending you back to the Advanced Security Settings window.

7. A new tick box appears below owner, with the text "Replace owner on subcontainers and objects" Select this tick box.

8. I also selected the tick box "Replace all child object permission entries with inheritable permission entries from this object", but I think I had to run this twice - once with this box ticked and once without.

9. Make sure that "everyone" appears on the Permission entries window, if not, click add. The same box that appears in step 4 shows up again. Type everyone, click "Check Names" and then "OK"

10. Hit apply
I tried setting the permissions exactly as you said, but it still is giving me the error. Also, when I tried to set permissions on the problem folder, it didn't even give me any permission names because it said I didn't have read permissions.
try to boot your computer in safe mode with networking

https://support.microsoft.com/en-sg/help/12376/windows-10-start-your-pc-in-safe-mode

and then try to edit the permissions again
