where is my steam library
i just signed into steam on a new computer and downloaded all my old games but cant play them because i cant fin steam library

You can't access your library from a browser.

Yes, you CAN access your library from a browser. At least you can now. :-)
Follow the directions here, it worked for me:

Library =/= Games List

What you linked was the Remote Downloads article. The OP 2.5 years ago wanted to access his Library and not the games list which can only be done through the client. The article even mentions what it is in Step 2... https://imgur.com/a/tZ4mPZX
