There's no limitation you can download infinitely.
I have 6 Mbps AT&T DSL (US), but due to about 15% PPPoE overhead, actual download is about 5.1 Mbps max. I heard there might be a monthly cap now, but I have never hit it. I don't buy games that often. The biggest game I downloaded recently (other steam account) was DiRT Rally which was a 26 GB compressed download that needed 42 GB disk space.
