Also there was already a post asking this same question - not exactly. It is a couple years old though. Anyways.
No, your computer will not run slower just because you download/install games onto it. The reason downloading GTA V is slow is because - look at how much data you are downloading, and then realize you are downloading it through internet connection so all of that data is being 'transfered' to you at a speed which your network connection is allowing at this moment in time.
Oh and yes, while you are downloading/installing GTA V, any games which require some sort of network connection - you may start to feel lag in the games because your network is already being busy. This is usually bypassed considering Steam will automatically pause downloads so you can peacefully play your game which may - or may not - require internet connection.
Think of it like filling up a water bottle. The water bottle is your drive, the faucet is your data being downloaded. There is only so much which can go through at one given moment, and only so much space it can be in. At a certain point, the faucet will turn off because there is no more space. Now if we want two faucets to pour in the bottle, but only one can do it at a time, then it needs the faucets have to alternate when they are allowed to fill up the bottle. In computer-world this is milliseconds apart which we can never notice because it is too quick for us to even think or react to. It's like trying to watch a bullet fly through the air or a minigun's rotation of the barrels and trying to keep an eye on just one of them. It's just too quick for us to see. This does not mean we won't feel the effects of the network becoming 'too busy' which will lag up everything else that requires a network connection - like watching youtube while downloading a 50+ GB game. There will be lag somewhere.

Now that you have that 1TB HDD, you can move/migrate Steam Games from C over to D if you like. Steam Games have a move option in their properties.
GTAV is approx 71GB
Steam Client > Settings > Downloads > Steam Library Folder
Create and then designate a Steam Library folder on D Drive.
Once done you always have those two locations on C and D drives to select from upon game install, or for moving. Once this is created and done, click OK out of the Steam Settings area.
Right click a game in Steam Library that is installed to C Drive, click Properties > go to Local Files at top, click Move. Select the Steam Library on D Drive. Wait until it completes.
Once you have approx 90-100 GB free on C Drive, that should leave you enough for GTAV, and also still enough free space for your OS and such.
I still have 1.51TB of space for my A drive and my C drive has 39.4GB.
My A drive have my games while C drive has a bunch of software + core software programs I need to have my computer functional.
