I know I'm not explaining this well but I'm not sure how to say it. Is there a way to clear log files?
Yes, you can use the clean up system files function in disk clean up,
Go into windows explorer, right click on your C drive and choose properties, you can see the disk clean up button on the general tab, hit that, then clean up system files and tick the boxes of the logs you want deleting.

You can also clear steams cache:-

Local Disk(C:)->Program Files(or wherever you store it)->Steam->steamapps->common
