Can't Purchase With Paypal
So Steam seems to be very smart in that no matter how many different ways I try to submit another ticket to get their attention it blocks me from doing so. I haven't had someone respond in over 24 hours despite updating the ticket multiple times so maybe someone can help me out here. Message below:

"I want to know why in the response from Steam they told me this:

This payment instrument has been banned in our system due to unauthorized use or previous chargebacks.

You will need to use an alternate credit card, Paypal account or other payment method to complete future transactions.

Why in the world is my Paypal account not working? I don't understand. Was someone trying to hack my account so Paypal got disabled? I haven't made a purchase on Steam since 2014 cuz I got rid of my gaming computer. Now I have another one and wanted to start buying games for PC again. My Paypal account has been active for over a decade and I'm not creating a new Paypal account just for Steam. My account is very secure. Can someone please tell me, in detail, why I can't use my Paypal account and what lead to the conclusion it needed to be blocked?"

There was an unauthorized chargeback from that Paypal account at some point. It was never reversed and is now blocked from use on Steam. Simple as that.

Everytime you "update" your ticket you get send back to the end of the waiting line.
If you would have jsut waited you already had an answer.
Apart from that, what the others wote.

Thanks for the advice Ogami. I stopped updating it and got a response. Nonetheless, not the response I want. I don't understand what this unauthorized chargeback is or why it would cause me not able to use my Paypal account. I use my Paypal on a daily basis and have had no issues over God knows how many years that I've used it. FYI Steam support is just ridiculous. They can't answer simple questions or would rather not provide the answer.

Cassie, thanks for the response but that doesn't help me. I don't want to put my credit card info online and I don't understand why I can't use my PayPal account. If Steam restricted my PayPal account then it can be unrestricted. I'm not going to be using a different payment method for the rest of my Steam account's existence. Can you please tell me when the restriction was put in place and why? If I have this information maybe I can talk to PayPal and they can work with Steam to fix whatever went wrong. I'm not going to create a completely new PayPal account just for Steam. So I need to know who restricted my account, whether it was Steam or PayPal, and then work with whomever to remove the restriction.

Okay. Let me ask point blank the following question.

"Yes" or "No," is Steam the one who restricted this account?

If yes, please give me a number to call for Steam customer support because I won't stop contacting Steam until this account is unblocked.

If no, then I will contact Paypal and will need a customer support email address for Steam to provide for the Paypal representative to work with Steam.

If you can't tell, I'm not settling for "we can't remove the restriction" response. If it wasn't Steam that put the restriction on then I understand why you can't remove it. If it was Steam then please admit that Steam put the restriction and give me contact information of a representative that has the authority to remove the restriction. I'm not going to go on a wild goose chase with Paypal only to find out Steam is the one that put the restriction so please tell me which party enabled this restriction.
