I don't know about behind the scenes contracts, but technically it shouldn't be an issue to basically wrap a Steam key around your existing Origin/UPlay purchase. However, Origin and UPlay don't have a reason to offer this, and I don't know whether Steam even offers it.
Everyone is still looking only at themselves; none of the major players wants to provide the best possible user experience.
The decision is entirely up to the publisher.
Of course Electronic Arts (Origin) and Ubisoft (UPlay) see Steam as competition and don't allow their games to be activated on Steam.
For a couple of games (including ACBF!) I actually have the keys since they were bought in a shop.
How should I proceed to install a game bought in shop in Steam?
Also competition between Ubisoft and Steam seems not fierce... I would say they have a shared database as I was unable to register with the same name on both.
They don't have a shared database. Your name just isn't as unique as you thought it was, or you have an older Ubisoft account.
