Game already installed but says not installed.
I can see in the folder all the game folders, but steam still wants to download it. I've tried everything and nothing is working. I can't just reinstall it anyway because it will take 1-2 days and make me go $20-30 above my power and internet bill, and I can't afford that.. Please if anyone could help that would be nice.

Sorry but I think you need to reinstall it to be able to fix it. Could not you go to a place with free Wi-Fi or a familiar who has wifi and do it there?

Since you've already stated that you have found the source in the Steam folder, then have you tried verifying your game's cache?

No, I have a pc not a laptop. Also I can't leave my computer in a mcdonalds for 72 hours to install a game.

He can't because the game appears to be uninstalled.

That's quite the dilemma then.

I've never heard of something like this happening before, my best guess is to compare folder contents to another players.

You can still try to verify integry of game files even on uninstalled games.

What OP can also do is start the download, pause it, and then verify integrity of game files
When I verify it, it instantly finishes and does nothing.

Also, I have the exact same files as my friend who can play the game fine.

It's some bug that gives you steam, that's why I've told you to reinstall it because I do not think there's any other way to fix it.

did you try starting the download and pausing it? Do you have a backup of the files?
I dont't have a backup, and starting and pausing does nothing.

Does it not detect your files if you launch the game from its exe directly?

If you have a recent windows system restore point you could try that.

If I launch it from the files then steam detects it, but still wont install.
