This never happened to me before and when I exit the Steam client and restart it works again.
It maybe a coincidence but today I received the Win10 creator update as well.
I just waited a few hours and it seemed to fix.
FIX: In Steam's settings, go to Downloads and then use the "CLEAR DOWNLOAD CACHE" button at the bottom of the menu.
EDIT: I'm on the Steam Client Beta update channel.
EDIT2: This is apparently a temporary fix, but it's a fix nonetheless.
You are sincerely a hero. I don't know how you figured it out, but if you are indeed the one to thank here then thank you for this. I'll be sharing your findings with friends who may have suffered the same issue. I'm sure more than one of my friends has had the problem, but hasn't bothered to say anything yet. It would seem just a temporary fix.
Yes, happened again to me. I restored a game from backup though before it did. Perhaps that is related somehow? We will see how long it stays "fixed". But I am still thankful, or it would not be working at all.
