need help moving steam

i am trying to move my steam stuff to another folder but my computer keeps saying i don't have access to do such stuff, yet i am an admin, how can i move my stuff, please help?

Restart your computer and launch Steam in admin mode.

well, i fixed it through an arduous process, but its fixed now, i just have to reinstall my games

After I cleared cache (logs you out) I was able to move the steam folder.
