Steam is incredibly slow now due to power breaker being tripped.
So while someone was working in my basement, my room's power was not going to be affected, so I kept my computer online, steam was up, and I had a game up aswell, I went down to help, they were killing the basement's power only, I know that for a fact, while turning everything back on, my room was accidentally killed, so my computer was shut off entirely

Now when I log back onto steam, it is incredibly slow, the store doesnt even load, clicking the icon takes a good 10 seconds to even register, clicking on friends the same, and typing messages is incredibly choppy and very irritating, everything is basically just crap now, I have tried restarting, twice, I have tried keeping my computer off for a while, I have tried turning off the power supply while the computer is off, and the surger protector, keeping it like that for a while, nothing,

Going into settings and deleting the web cache and cookies seems to be a TEMPORARY fix, due to it doesnt have its horrid lagspikes all the time, but the second I log out of steam and back in its at it again, it is unbearable and I am actually not even wanting to attempt playing a game through this.

Shut it down properly; wait a minute, then power it back on.
Omega 24. juli 2017 kl. 16.37
Only works on Windows 10:
While holding SHIFT > Windows start button > on/off > Shut down > you can now release shift > Once it has shut down turn it back on.
Will probably not work but it is worth a try.

If this does not work then there is either a corrupted driver or Windows itself is the issue.
Worst case scenario but highly unlikely: HDD damaged.

I did try that, After restarting about twice, I did shut the computer down, wait about 2/3 minutes, came back to the same thing, after is when I tried powering it down, but turning off the power supply and surge protector, to show the same results.

Doing the web cache thing seems to be a temporary fix, or maybe an entire fix, I don't know and I don't want to restart steam at the moment just because it is working and I dont want it to get worse and what not

I don't want to seem rude, but why shift and windows start button? Just curious, and I don't have windows 10 anyway, stupid question, but how could my HDD been damaged from this? The computer was running For Honor and was accidentally killed, I will state that this slowness issue is with ONLY steam, Battle.net and everything else runs 100% fine and like normal, it's only steam that has been affected in this weird way.

What's your specs then? Something is probably old and failing already.

Holding shift will do a full shutdown instead of a hybrid shutdown in Windows 10.

If the issue is only Steam reinstall it and the problem should be fixed. Move your games to another folder temporarily or else you will have to reinstall them.

No need to "reinstall" Steam; just remove all the core files in the Steam folder, except for the following:

Steam.exe
DepotCache
SteamApps
UserData

Delete the rest you see just in the main Steam folder there.
Then right click Steam.exe > Run As Admin

Should I try that now? I will say that after deleting the web browser thing in the settings, steam seems to be running fine and normal, I am just worried it might be only a temporary fix, I dont believe its my system specific due to its only steam that seems to be having issues, I jumped into Overwatch trainingand everything was fine, my other Blizzard games are running fine, I havnt launched a steam game yet, will try For Honor soon.

1) Start up Steam Client

2) Steam > Settings > Web Browser
- "Delete Web Browser Cache" and "Delete All Cookies"

3) Exit Steam Client

4) Restart PC, then start back up Steam and visit the "Steam Store" page, etc.

It's an issue with their cache corruption fix. Win 10 blocks it from being moved and recreated too, hense the restart/exit required, for example:

Corrupt Index file
[1117/100843:ERROR:cache_util_win.cc(20)]

Unable to move the cache: 5
[1117/100843:ERROR:cache_util.cc(132)] U

Unable to move cache folder C:\Users\(username)\AppData\Local\Steam\htmlcache to C:\Users\(username)\AppData\Local\Steam\old_htmlcache_000
[1117/100843:ERROR:cache_creator.cc(132)]

my usual fix for slow steam client:
1. manually exit steam client.
2. from windows task manager, close all remaining steam processes.
3. relaunch steam client and see if the problem is fixed.
4. if problem is NOT fixed, steam cache deletion is needed as described by many above.

edit: added 'NOT'

It happened to me, too, when the new update/DLC for Mafia III was released but it get itself sorted out. Restarting my PC and/or restarting Steam didn't work, but it got fixed somehow...
