How many months have pasted since you bought the game?
Secondly, check the game key very carefully and ensure that you're typing it in correctly.
Thirdly, before purchasing a physical game box from a store you should check it very carefully to ensure that the game is sealed and may not have been returned. If the game did not have a plastic seal when you purchased it then someone else could have used the key already.
Also, make sure that you or your brother didn't already redeem the game on another account and double-check to see if you didn't already redeem it on one of your accounts.
As already pointed out, since you waited a month and don't have a receipt it's very unlikely you will get a refund.

To further clarify, there is nothing that Steam Support can do for you unless you purchased the game key from Steam. If the game key was already redeemed on someone else's account they will not tell you who.
