报告翻译问题
My particular VPN provider has an option to install a split-tunnel so I can specify Application A always uses the VPN while Application B never uses it. I still ran into problems (probably because the connection wasn't finalized before Steam started running), so I've turned off the auto-start for Steam and put a batch file that calls Steam from my startup folder (for Win10: "C:\Users\%username%\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup") after a 20-second timer. (Not sure what the Mac equivalent would be.)
So far, so good, though if it keeps happening, I'll probably just have to prevent my VPN from running automatically, as this is becoming quite a hassle. Steam basically needs to connect to your normal IP without delay or impediment to avoid this as far as I can tell.

Is it really the problem with the VPN, whilst I'm bad with remembering things, I sort of remember that I had a VPN before and I didn't have this problem. That I didn't have to actively close Steam down before shutting down.
Was wondering this myself, and found that it's under settings now and once you open it, it'll be one of the first things that you see.
Upon finding it, I found that I have "Don't save account credentials" already unchecked, so don't see the problem of it not staying logged in, unless it is the VPN
