Stuck on, installing update, then verifying package, rinse repeat
Steam won't even start. It's a window pop up that says it's under the steam application, one will say "installing update" another, "verifying package" then goes to, "downloading update" for 2 seconds and back to verifying (rinse repeat) the steam log in window does not pop up so I can't log in and change if i am or am not in a beta version (which I know I am not). I have let it take 6 days doing this to no avail. I then tried exiting and restarting about 100 times in the past 24 hrs. Restarted my pc, uninstalled steam and every little megabit that is related to it games and all, cleared my temp files, reinstalled and also tried safe mode install and startup once it was "installed". It is not my rig in any way. Every single other game I have runs perfectly on my pc in every way. I have also tried getting a .dll file to make it work, starting in offline mode with and without i ternet connected. My pc is up to date on updates. I'm about ready to take my pc out back and unload 1k hallowpoints into it and never touch a computer again.

I dont see steam library or log in screen. Just that one bar over and over and over and over and over. I legit need some help before i lose it.

First I'd make sure your Windows Firewall is letting Steam access the internet at your network location (public or private). Also make sure your antivirus is not blocking Steam. Try a clean boot perhaps. Try launching Task Manager, Click the Details tab, Right-Click Steamservice.exe, and Click Analyze Wait Chain. When my Steam was broken it said it was waiting on a network response, or something to that effect.
I know you said that you uninstalled every mb that is related to steam, but I recently had a problem with similar symptoms. Steam would flash that same popup and never open. My problem ended up being a corrupted file within the Steam\steamapps folder, and the partial reinstall as instructed on the page you linked did not fix it.
The file that was corrupted was one of the C:\Steam\steamapps\appmanifest_####.acf files. The appmanifest_####.acf files tell Steam the associated game is installed in the \\steamaps\common folder. They are not necessary for Steam to launch. What I did to fix my problem was to move (cut/paste) all the appmanifest_####.acf files to another folder. Then I launced Steam and it worked. After that I started moving the appmanifest_###.acf files back into the Steam\steamapps folder. I would put half of the files back into Steam\steamapps, then check that Steam still launched. If Steam still launced, then I would move more files. If Steam stopped launching I would CTRL+Z (undo) my last file move and verify Steam launched again. Through quick trial and error I was able to move all the appmanifest_####.acf files back into Steam\steamapps, except the corrupted one.
Note that if you remove the appmanifest_###.acf files Steam will not see a game you already have installed as installed. When you click install, Steam will discover existing files and not have to download the game all over again. That is only if you tell Steam to install the game into the same place the files already exist. I wanted to avoid the hassle of discovering existing files, so that's why I moved all the appmanifest_###.acf files back, except the one that made Steam not launch. Then I simply let Steam discover existing files for that one game.
A bit long winded, but I hope it helps you at least a little.
