[UPDATED 2020 / ALL 14 SOLUTIONS] How to fix "Missing File Privileges" error when installing a game or update on Steam!

[Infamous]

This error usually happens on Windows 10. People have said that it's related to the Intel on-board graphic's driver or software. I provided fourteen options, hopefully one of them works for you! Remember there's always the comments of this post to ask a question!

OPTION 11 IS THE SOLUTION FOR STEAM VR

NOTE: BEFORE YOU BEGIN RESTART YOUR PC! SEE IF THAT FIXES IT!

OPTION 1: Repair Steam library folder

- Go in Steam

- Settings

- Downloads

- Steam Library Folder

- Right click on C:// and Repair Folder

OPTION 2: Closing the igfxEm Module from Task Manager

-Open Task manager. (To open task manager, right click on the taskbar (the icon bar at the bottom of your screen) and then click Task Manager)

-Find all the processes named "igfxEM". (You might need to click "More Details" if you don't see it)

-Click "End Task" for all of them.

-Relaunch Steam

-Now you should be able to install the update/game.

-If this doesn't work, try relaunching Steam as an Administrator (Right click the steam icon on the Desktop and click "Run as Administrator).

-Should work fine.

OPTION 3: Change settings in Properties

> In steam right click on the game and click manage

> Browse local files right click on [name of gmae].exe

> Properties

> Security tab

> In the list of users make sure that none of the users has tick marks in the Deny row , if so
click on Advanced

> Select the User

> Then click on view in the drop down list make sure Allow is selected .If not change it to Allow
close all the windows

> Go back to steam

> Resume the update

> Launch your game...

OPTION 4: Verify the Integrity of the Game

> Open Steam and click on Library button at the top of the window.

> Right-click on the game that doesn’t run, and click on Properties.

> Click on Local Files, then click on Verify the integrity of the game cache.

> The process of checking the game cache will start and will take a few minutes to complete
Re-try running/updating the game with the issue.

OPTION 5: Run Steam with Administrator Privileges

> Press the Windows Logo Key and R at the same time on your keyboard

> Copy & paste %ProgramFiles(x86)% into the box and click OK.

> Right-click on Steam folder and select Properties.

> In the Properties window, choose the Security tab, and then click on Advanced.

> Change the permission for the first two elements in the list (Users and System) to Full Control, by clicking on the Edit button, and then on OK.

> Run Steam with administrator privileges, and check to see if the issue is fixed.

OPTION 6: Download region

> Open up Steam like you normally would, click on Steam at the top of the program, and select Settings.

> Click on Downloads, then modify the download region by using the drop-down list.

> Click on the OK button, and then you can retry the game.

OPTION 7: Clear out temporary download cache

Another easy fix is to clear out the temporary download cache Steam uses when obtaining game files from its servers.

-Boot up Steam.

-Click on ‘’View’’ among the options running horizontally along the top of the client window.

-Select ‘’Settings.’’

-Click on ‘’Downloads’’ in the left-hand list.

-Click on ‘’Clear Download Cache.’’

-Click on ‘’OK.’’

-Launch install/update.

OPTION 8: Disable Antivirus Temporarily

In an overcautious effort to protect, antivirus software can interfere with write permissions in the Steam directory, causing the missing file privileges error, in which case we need to disable the antivirus for the length of the install or update.

OPTION 9: Delete Steam ‘’Downloading’’ Directory In Safe Mode

If none of the above fixes solve the issue, then the problem may arise from the install/update process being stuck in a loop whereby it is unable to progress due to a corrupt file or bug. To resolve this, we need to delete the temporary download files in the Steam directory.

>To start, right-click on the Windows Start menu.

>Hold down the shift key on the keyboard, click on ”Power”, then restart.

>Among the options, click on ‘’Troubleshoot’’ then ”Advanced options”.

>Next, click on ”Startup Settings” and then ‘’Restart’’.

>When the PC restarts, select the ”Enable Safe Mode” option by hitting the corresponding F key.

>Once in Windows Safe Mode, navigate to the Steam directory and enter the ‘’Downloading’’ directory (C:Program Files (x86)Steamsteamappsdownloading).

>Delete all the content or the specific file associated with the game causing issues (each game is assigned a unique numerical value that figures in the file privileges error message.

>Restart Windows as normal.

>Boot up Steam and trigger the install/update.

OPTION 10: Lockhunter

We can try using a third-party application to check which application is denying access to Steam and stop it. You will be using it at your own risk though.

Download and install Lockhunter from here: https://lockhunter.com/download.htm

After you have downloaded it:

>Open Lockhunter using administrator privileges by right-clicking it and selecting Run as administrator.

>After you open Lockhunter, you will be greeted by a window like this.

>To navigate to the folder/file which is giving the Steam error, select the option of browse for files and navigate to SteamApps<temp. Select this folder and press OK.

>After you select the folder, the application will determine which program is restricting the access of the file and return you with results. It would most probably be igfxEM.exe.

>Click the file and select Unlock It!. The application will forcefully remove any programs which may be giving a conflict.

>Restart Steam using administrator privileges and you will be good to go.

It did not work for me. But I dont have the steamapps\downloading\570 folder error. My folder name is 482730. And it is not being locked by any other program. I also tried running Steam as admin, reinstalling Steam but to no avail. Do you guys have any other suggestions?
