Loudness Equalization will do that. As it try to equalize the audio; but a sudden loud sound will cause others to drop in volume for a short time; its just how it is. It is actually a feature I dislike, but for Headphone or Laptop users, alot of times this feature is needed in order to hear better overall. Like watching a movie on a Laptop w/ built-in speakers for example.

Best bet is not using Onboard Audio from Motherboard and get a USB DAC to add/apply a hardware-side amp boost to the Headset, so that loudness equalization is not needed.

yeah i noticed, but the problem is that if i put the loudness equalization on, audio is much louder with less volume, also i have to put my volume to 100% to hear something but before formatting my computer it worked fine, im gonna try to update my audio drivers

You do have set your audio channels properly right? 2.0/2.1 for headphones.

Both.

Well 2.1 is generally for "Speakers" and Windows does have a separate selection for "Headphones"; however, selecting Headphones usually can make overall audio lower. Best to leave on 2.1

Audio Driver Install/Update will push every one of those Playback settings back to Defaults.
So Update Driver, then change settings, after a reboot.
