Steam download/update broken *(FIXED)*

A few hours ago, I wanted to play Gmod so I ran it but it said it needed updating

No progress was being made in the updating.
I had done the following at this point -
- Restarted Steam
- Restarted my PC
- Deleted the appcache
- Verified the files
- Cleared download cache

I then uninstalled Gmod, it crashed the first time so I tried again, it crashed again and on the third time, the same problem had started to plague Half Life 2. I soon managed to uninstall Gmod and tried the above on HL2 and that failed so I had to uninstall it.
Just after reinstalling, the games don't install, they stay stuck as they did above but the Payday 2 receives the same problem. I tried all the above on it but it doesn't work. A friend of mine then tells me to watch this video - https://www.youtube.com/watch?v=_DEovoRoY7s
The guy in this video has the same installing problems as me, what he does is removes his firewalls and restarts Steam and it worked for him.
I did the same and it updated Payday 2. However it got stuck on Half Life 2.
So I repeated the process done in the video but it doesn't work. Another problem I started to have is sometimes Steam won't open and the only way to sort it out is to restart my PC. After countless tries of doing all of the things above. It installs Half life a bit but the estimated time of completing keeps going up and the install stops again. I've ran out of ideas for what to do, I've searched all over Steam to look for a fix and my only other option is to completely remove Steam and reinstall it however that will remove all my stuff from saves to the 700 mods I have for Gmod.
Tried to just uninstall Half Life 2 and it did the usual crash and now I can't open Steam up?

So I have several problems to fix in order to fix other problems

1 - Steam won't run
2 - Stuck on the download/reinstall
3 - Sometimes it does start to install but the time of completition keeps going up till it soon just stops again

*EDIT - FIXED*

Just before going to sleep last night, I left Steam on to try and install HL2 and Gmod. I hoped that maybe throughout the night that Steam would unf+ck itself. This morning it hadn't made any progress so I restarted Steam but then this popped up. https://i.gyazo.com/af500440888e5fe54c16b33da022d742.png
I found that Lavasoft was installed on my PC, (Don't ever remember getting it) I then looked around on Google and found out that Lavasoft could be considered a PUP (potentially Unwanted Program). With Lavasoft uninstalled, Steam has started to work again.
