Here is the fix for Steam Client Bootstrapper not working
Open up your CMD and type in netsh winsock reset, press enter. You'll need to restart your PC for a complete reset. Then steam should stop crashing.

--Make sure you're running in administrator mode, right click CMD, run in Administrator--

If the fix doesn't work for you, just look for another one instead of crying here because posting it doesn't work won't magically fix it for you. It works for plenty of people. If you tried this fix and it does not work, simply go look for another fix.

You can also try restarting your modem/router, but that doesn't seem to work anyway. Worth a chance though right?

If this fix doesn't work, It is most likely caused by anti-virus in Iridion's case, if you have an anti virus program, deactivate it and try again.

In my case it looks like it was the antivirus' fault. I knew antiviruses often clashed with Steam, but I thought it was fine if I just set it off while using steam, and on while exiting it. I was wrong, because somehow simply having my antivirus installed, even while off, caused Steam to malfunction. Even weirder, with previous updates I encountered no issues.

To all those who still haven't fixed their issue, try uninstalling your antivirus completely, then updating Steam, then reinstalling it (the antivirus). Worked for me.

I right clicked on CMD, run as admin. typed netsh winsock reset, restarted computer. same problem.

Don't run as administrator and try again.
