you need uninstall Steam client or completely delete all games? - if you run this crapware, you will re-download all games

copy steam folder to new place, run as Administrator Steam.exe

if Steam not insalled Steam Client Service by self, run %full path%\bin\steamservice.exe -install in cmd.exe as Administrator
but some games can still run updates - like Payday2 or Ubisoft or MMO with thrid party clients

I'm trying to install steam again got to the last part where it updates it gets almost to the end then restarts itself? How to fix this please?

It should restart - at the last stage, when the client is updated, it tries to install the Steam Client Service - it is always installed on the C: \ system drive - even if the client is located on the D: \ drive, the Steam Client Service will be installed in C: \ Program Files (x86) \ Common Files \ Steam \, this requires rights TrastedInstaller = buil-in Super Administrator + System (used when you use Run As Administrator
The previous version should be stopped and deleted, the antivirus should not interfere with the process otherwise it will fail.

your to smart lol, any reason why my wifi is downloading at 1mbps but when wired is 47mbps
No miracle: WiFi, especially 802.11g (max 24Mbit for ALL devices) is divided equally among all connected devices, but if there are devices with Linux \ Android \ iOS among them - they will pull the "blanket" on themselves - if on one of these devices run a download or torrent, then a device running Windows may not even get access to the Internet, and will experience problems viewing Internet pages
And copper is always copper - the speed is always higher by an order of magnitude than that of wireless communication, it is reliable and does not depend on the neighbor's router, the faulty refrigerator in the bar on opposite side of road, mercury lamps on the lighting poles along the road, the moon phase and magnetic storms on the sun

Uninstall it for what? Never any need to do this, period.
Just delete the files inside and re-run Steam.exe with the Run As Admin option, now it's reinstalled.
