200 sold items per year limit on STeam Market

When i "click here" in web browser or steam client , steam take me to "Account details " and there i have set all information except for 'UPDATE CACHED PAYMENT METHOD' and 'BILLING INFORMATION ' .

I have to fill these fields with my data to continue selling items on the market ?

And what about a field : Billing address, line 2

When i click 12 times on click here Steam take me to " Information Required by IRC Section 6050W " not to "Account details" i dont know why Steam didnt take me there in first few times i click on "click here" , i do billing information before Steam take me there and save it and do Update Cached Payment but with error and save .

I do all fields in " Information Required by IRC Section 6050W " (importand : Im not citizen of U.S. ) and my Steam Market is unlocked to Unlimited sales
