Missed the sale due to bank issues
So I was waiting on getting paid today to get a couple of games and funds hit my account like 15 minutes after sale ended. Does Steam have an policies in place for this?

Yeah. Sorry. They use to have a small window of holds for items ready to checkout but scrapped that due to abuse.

now you have to wait for winter sale sometime there a sale at Halloween

You may be interested in IsThereAnyDeal.com You can import your Steam Wishlist and set custom alerts when a game reaches a price you set from a variety of legit Steam (and other places like Origin or Upay if you want) key retailers.

Not planning ahead f'd you, not the bank...not Steam. You had 2 full weeks to make alternative arrangements.

If you had placed them in your cart and your card got declined than steam will hold your cart with the sale prices for 72 hours.

If you had placed them in your cart and your card got declined than steam will hold your cart with the sale prices for 72 hours.
You can also get hit with overdraft fees if your account has this feature and the charge goes through...not worth it IMO

There's few exceptions. Steam key for GTA V being one since I think only steam sells it. Then again Rockstar one is easy.

Yeah that's how a few of the bigger pubs do their products. Basically steam is the only place where you can get the steam version. All modern physical games and keys are linked to their service such as Ubi games and Uplay, GTA V and rockstar, even the witcher 3 and GOG (though the physical version doesn't need GOG)

I wish they all let each other clients know if a game was running.

I have a ♥♥♥♥♥♥ machine with AMD Phenom X4 9850 and SATA HDD (SSD too but not for the games) and when Steam start fetching files Overwatch runs way worse than otherwise and it ♥♥♥♥ everything up.
I don't want to have to stop Steam each time I play a game but it's safest.

Try adding overwatch to Steam then set steam to not download during gameplay and it shouldn't happen again as long as you launch it through Steam
