Rust Gift

I have Rust in my inventory, and i received another Rust gift, but i cant add him to my inventory, why? I cannot accept him (it says this gift is in you library) only decline. I want send the another one gift to my friend but i cant give him to invetory.

you can't accept a gift like that when it's already in your account.

You cannot add Rust to your Steam inventory because the game utilizes Valve Anti-Cheat.

    VAC and Game Ban enabled games can either be bought for your own account, or gifted immediately. They can no longer be saved to your inventory for trading purposes. If you directly gift a game to someone who gets permanently banned, you won’t be able to gift that game again.

But when i was got H1Z1 KOTK gift, and i have that game in library, steam gave me option to give that gift to invetory, but with this Rust gift doesnt.

Because H1Z1 doesn't use VAC; Rust does.
