Are steam keys locked by region?

Trying to buy a game on {LINK REMOVED} but it says that it's from europe. I have a US steam account. Could I still play the game?

depends on the game, what country of origin and if it is a ROW key.

"ROW" is an abbreviation for Rest Of the World. It's a tag that is sometimes applied to game keys without a particular regional designation. A key marked ROW is always region-free and censorship-free. Unmarked key and keys marked US or EU are also region-free and censorship-free. Keys with other marks may have restrictions, particularly those marked RU/CIS, DE, AU.

they are marked ROW on most sites.
