Framerate much lower than FPS counter tells me

In some games, namely GTAV and Overwatch, i get a framerate that seems to be much lower than what my framerate counter is telling me. Although i'd expect an RX480 to run Overwatch at a higher framerate than what feels like 20 on low settings at 1080p, and the framerate counter tells me that i get over 100 frames but it really doesn't feel like that at all. This has happened after an upgrade to the 480 from an old 750ti, is there any setting in windows that i've missed or is it a known issue with this card, i am entirely lost for ideas at this point. did you uninstall the nvidia driver and install amds drivers?

if you have a standard 60hz monitor you want see any gains above 60

i installed the latest version of the AMD driver after uninstaling to Nvidia driver entirely for the RX 480 and have tried updating it to no avail
