Make sure your bandwidth is set to "no limit" in Steam itself.

Try running Steam in administrator mode.

Check if your firewall(s) might be blocking Steam.

Check if your modem/ISP might be throttling Steam's connectivity.

You can check your modem settings by entering the default IP into your web browser (usually would be 192.168.1.1).

For ISP settings, you'd have to contact them directly.

Do you know your modem make/model?

Have you tried accessing your modem's control panel by entering the default IP (192.168.1.1) into your address bar?

Try another server, one that's far away. Other side of the country or even another continent. See if it still does it.

Are you connected via WLAN? If yes, 2.4 GHz or 5 GHz?

Have you checked whether you WiFi dongle needs updating? Driver wise.

If possible, try connecting via WLAN.

I have that sometimes too, I just restart my modem and steam. After a few tries it starts working.
