How do I open a general support ticket?

I need to open a general ticket for an awckward request/need/issue I'm having. I've spent the better part of two days trying to figure it out and still nothing. I've searched here, googled it, called the number that comes up and... nothing. Can't I just get some help?

I don't want to post the issue publicly because I know I'm going to catch grief and be bullied for it. Even just saying that will make too many people give me grief about it without even knowing what it could possibly be.

You cannot open a "general ticket". You navigate the help section and either self-solve the issue or be given an option to create a ticket regarding that issue.

I've tried, I can't find an option for what I'm looking for. It is just an endless loop of going through self-solve and support-home (https://help.steampowered.com/en/) again.

Its just so completely off topic from what I need help with that the thought never even crossed my mind to look there.
