Go back to MS and Xbox. The specific tweaks to get around GFWL tend to be specific to each game and how it was set up to integrate.

The activation servers have been taken down so you cannot activate fable 3 unless you have already activated before thay were taken down. The only way to play the game as far as I know is by using piracy methods that I personally will not have anything to do with.
I'm not sure what MS expects Steam to fix when you don't own the game on steam
Install, login, run Fable 3 and play.
Games for Windows live is up and running, you can activate new games and even play online. The only thing microsoft shut down was the Games for Windows Marketplace.
The game can still be activated, downloaded and played if you own it.

When games get old, they die off due to incompatibilities. A true tragedy, all the gems of games that will never ever be played again...
