Browser login always asking for Steam Guard Code
Every time I use the SAME computer to login with through a browser, I am told I have to get a Steamguard code from my email. Keeps claiming the computer is a new one when it is not. Confusing and annoying this keeps happening.

I have the exact same problem, and yes, my cookies are enabled. I'm getting really annoyed by having to enter a verification code every bloody time I come to the site because Steam seems to think I'm logging on from a new browser, despite the fact that my browser has not changed for YEARS.

same here, I've had this issue for years. My cookies work fine. The hundreds of other services I use don't have this issue. Steam does. Always has on every device and browser I've used. It's a bug with Steam which they won't fix.

As of March 2023, the EXACT problem is still present. Browser cookies are enabled. Cookies are working fine on other sites. The device is NOT new. Same device. No other websites or services have such problem. And still we need to enter Steam Guard e-mail verification code everytime when logging in trough Steam website "as if" I have a new device. Note that I'm not using VPN, and this happens when trying to log in through normal home network over same IP address. No reason to get this. Bruh!...
