How do you make a new Steam Account?

I just wanted to know how I could make another account for Steam, and I didn't know how for some reason. Also, if you could answer this, it'd be nice, if you create a new account and reinstall games from your previous one onto it, could it affect your progress in that game on your previous account? I think these are both obvious questions to a lot of you guys but I just wanted to know in case I ever made another account...

You don't install games from your other account onto it, unless your doing family sharing. A new account is just that, new, no games.

I know you can't transfer games, I wanted to start new on TF2 for some odd reason, and I was wondering if it would mess up anything on the previous account's progress if I played TF2 on the new account.

open an steam then the right side create an account the other account will not affect but the folder or file still there like if you log in your new account in same pc you will still see the game in library but cannot play also the save files still there better not change anything much better

if the game is free you can reinstall that but the file will affect also the save files

No, your progress in TF2 isn't stored on your pc in the first place.

no it will not affect if the game is online type and free to play
