How to create custom controller configs?

I was wondering if there was a way to create custom configs for games that dont have controller configs.

Steam Client has updated now to fully support user-side customization for DS4/360/XBO Controllers within BigPictureMode; regardless of the games initial support for Controller. To ensure proper support, go into your Steam Client > Settings and opt-into the Beta.

So where do I find the option to assing keys to buttons?

I don't know what that application is but you don't need to buy anything to do what you want.
Hope you didn't buy it already..

EDIT: It works the same for steam controllers, xbox and ps4 controllers now. Check the controller settings in big picture.

I cant use them when i'm out of big picture mode though.

Thats what the program does it allows you to use the controller on anything wether your on big screen or not it still works.

It should use whatever binding is set still, you just can't see or change it.
