Next lets fully restart steam, you can do this by opening the task manager and ending the task "Steam Client Bootstrapper". Then open steam again and try.
Next reassign the screenshot button to a different key (the default is F12, so rebind it to something like F8, or \ ).

No problem, hopefully it stops completely. You could always copy your steam saves folder and reinstall steam, that may fix it. But make sure to backup your games folder so you don't have to reinstall everything.
I haven't found a solution yet, but it's definitely not from any kind of faulty input or controller or something. Already tried resetting the screenshot button etc.
My friend was having the same problem. Random screenshots at random intervals. Long story short, he had a GameCube adapter thing hooked up to his pc that was causing inputs (apparently the same inputs that takes screenshots on a Gamecube controller..?). Anyway, simply unhooking, and plugging it back up fixed the issue.
For some reason, the pc was detecting it as a "Pokken" controller upon starting up his pc. Unplugging and plugging it back up fixed the error, and now it's showing as the adapter it's supposed to be.
Solution: Hit Ctrl-Alt-Delete and click task manager. Look for processes named “Steam” and start ending those tasks (right click, select end task). For me it was the Steam Web Helper that was stuck running non stop. It had high CPU and Power usage, so it was highlighted in red.
