Steam Games Have Massive Frame Drops
Every game I try to play in Steam has massive frame drops to the point of being unplayable. None of my non-steam games are having the issue. What could be causing this and how can I fix it?

What is your hardware, and can you give an example or two of a game you are trying to play?

Borderlands 2 and Gmod were 2.
GPU: 860m
CPU: Intel i7 4710HQ

No, I haven't, I'll check it on gmod and borderlands as well as a non-steam game for comparison.

Lets diagnose the issue:

1: Make sure you turn down your graphical settings in the games to test if it improves the framerate.
2: Verify the game files of the games you are playing
3: Make sure your graphics drivers are up-to-date
4: Make sure your system isnt overheating.
5: Make sure your 860m is running and the games aren't running off of the integrated graphics

Gmod: CPU (Overall): 52 C GPU: 38 C

Oddly, I did not get any drops from Borderlands while getting these, however, I was trying to coop with friends when it first occured. Which made me notice that I was on our private gmod server even for the test (habit to join instead of singleplayer). So, I thought it was lag, but even the games' menus were/are affected, which led me back to frames, even though it seems to be connect to online play. And it still only affects Steam games.

The Steam client does create some overhead. For the most part it isn't a massive difference, but in games where your CPU is running at ~100%, it can cause severe frame rate problems. My next suggestion would be to check your CPU usage while in-game.

Gmod: 4% total, 1% attributed to hl2.exe
Borderlands 2: 7% Total, 1.7% attributed to Borderlands 2(32bit)
Overwatch: 19% Total, 15% attributed to Overwatch App
