And now for the 2023 version since I was in this category and needed this:
Big Picture (or if you're on Steam Deck it's just the startup area) > Settings > Controller. Then scroll down (it doesn't matter what controller you have selected at the top) until you see "non-game controller layouts"
Select "desktop layout > Edit" then in the next screen select "Edit Layout"
Now you have to scroll to Joysticks in the left category section, and (annoyingly) the Left joystick settings are further down beneath Right joystick settings, but you should see that "L3 Click" is bound to "Open Keyboard". Select the Gear icon next to the command, then > Remove Command.

This has completely got rid of the on-screen keyboard so now I wont have any problems while gaming. Thank you so much.
If you like me don't want to disable Steam Input entirely, instead go to Settings > Controller > Desktop layout (Edit button) > Edit Layout > Joysticks > Gear icon next to the click action on the stick in question > Remove Command.
1. Disable Steam Input for PS4 Controllers
If Steam is interfering with your DS4 controller, you can try disabling its input features:
Open Steam and go to Steam Settings.
Navigate to Controller and then to General Controller Settings.
Uncheck PlayStation Configuration Support or any DS4-related options you find.
Restart Steam and see if the issue persists.
This should prevent Steam from recognizing your DS4 and trying to apply any Steam-specific configurations, such as the keyboard pop-up.
2. Disable Steam Overlay
If the Steam Overlay is causing the issue, you can turn it off while still keeping Steam running:
Go to your Steam Library, right-click any game (even though you're not using it for a Steam game, this is just to get to the setting).
Select Properties and under the General tab, uncheck Enable the Steam Overlay while in-game.
Global Steam Overlay Disable: If you want to disable this for all games, go to Settings > In-Game and uncheck the Steam Overlay option.
3. Use Steam Big Picture Mode Configuration
Since you mentioned you don't use Big Picture Mode, it's still possible that Steam applies controller configurations in the background:
Try launching Big Picture Mode and checking the controller settings there.
Go to Controller Settings in Big Picture Mode and look for any settings related to the keyboard pop-up or DS4.
4. Steam Beta
If you're on the beta and you don’t see any additional options for disabling the keyboard pop-up:
Make sure your Steam Beta is fully updated by going to Settings > Account and opting out and then back into the beta, which may force an update.
Check if there are any new controller-related features added, as sometimes Steam rolls out features inconsistently across users in the beta.
5. Third-Party Tools
If Steam’s settings don’t solve the problem, you can use a tool like DS4Windows:
DS4Windows remaps the DS4 to work as an Xbox controller for Windows, bypassing Steam’s interference.
Once set up, DS4Windows may prevent Steam from applying its own keyboard overlays and unwanted behaviors.
6. Minimize Steam's System Tray Icon
If all else fails, you can try minimizing Steam to the system tray. It might prevent it from actively responding to your DS4 interactions when you're not in a Steam game:
Right-click the Steam icon in the system tray and check if there’s an option to disable certain notifications or features while Steam is running in the background.
Try these solutions and see if any of them work for you! Let me know if you still run into issues.
