I can't delete the steam folder
I am trying to start over from scratch with Steam. I have uninstalled everything from steam, but the folders are still there. I cant delete the folders or anything because it says i dont have permission. I dont know what else to do.

I had the same problem, in particular with Kerbal Space Program, and I found the following solution:

As it turned out for some reason the Intel graphics driver's runtime component had locked the directory. This never happened on another Windows 10 system that didn't have that driver on it for me. If you go download Process Explorer from MS and then use the find function, search for 'kerbal' and see if there is a process locking it. After I killed the process tree locking it I was able to move\delete folders.
THANK YOU SO MUCH THIS SOLVED MY PROBLEM just download Process Explorer and search for "steam" (click Find), then kill any process you find (click on the red 'X'). If a message pops up and says access denied, just restart Process Explorer and do everything again

I've tried everything I found in the comments and nothing works for me. I am administrator, I got Process Explorer and it doesn't find anything, I've tried deleting all sub folders in order and nothing. There is nothing in my Task Manager. I just can't delete the folder and what's in it. Help please!!

I just installed it on the other programs folder and it works just fine. I created a folder named Steam and installed it in there

All i did was go to the task manager, end the 'Steam Client Bootstrapper' Process and then delete the steam folder (it gave me permission now :D) and then re-installed it, no formatting or something hard

Can someone help it says folder is currently in use after i used the uninstaller it left appcache file and when i tried to delete it it would say folder in use

Edit: OMG IM SO HAPPY I USED AS YOU SAID THE PROCESS EXPLORERE, DID FIND AND DELETED IT IDK WHAT IT WAS SOME SORT OF INTERFERENCE BETWEEN STEELSERIES ENGINE AND STEAM THANK YOU DUDE

That's not the reason, it's due to permissions in Windows.
Don't put Steam in Program Files and you wont have this issue.

Just reboot into safe mode and you wouldn't have issues deleting such things. Why would you delete the steam.exe though. If steam client has issues just do a repair.

Yes all 32bit apps default to installing in the x86 folder when using x64

Hi, I just had the same issue with my girlfriend's computer when she was trying to remove and re-install. Turns out the solution for her was to go into the steam folder and delete any sub-folders within each folder. It is an annoying process, but that allowed her to delete the main Steam folder afterwards. Turns out that even though each of the folders were empty of files, because the folders CONTAINED folders (meaning they weren't empty) it would not allow her to delete even as an administrator. Hope this helps someone out in the event you can't perform a system recovery like the above guy.

Late response, but same problem, and deleting subfolders didn't work.
On windows 10 (Should 100% work on older versions of windows) I solved the issue by recursively taking ownership and setting full control permissions, using the command prompt.

1. Open cmd as administrator: Type cmd in windows search bar, right click "Command Prompt" and Run as Administrator
2. Type the following command to take ownership of the folder and everything inside:
takeown /f "APB Reloaded" /r /d y
3. Type the following command to give administrators full access to the folder:
ICACLS "APB Reloaded" /grant administrators:F /T

***Replace "APB Reloaded" with the full path to the game's directory, or use "CD" command to navigate to the steam library containing the "APB Reloaded" folder before copy pasting the commands.

You don't need ownership. Just stop installing it within Program Files structure.
